ब्रह्मा जी ने कहा हे पुत्र सुरलोक ध्रुव लोक तक ही है ध्रुव आलोक से ऊपर महलोक है वह पृथ्वी से एक करोड़ योजन की ऊंचाई पर स्थित है उसे लोक में 28 करोड़ देवता रहते हैं जो परम तेजस्वी तथा शिव जी के उपासक हैं उसे लोग के सभी भवन स्वर्ण तथा रतन से निर्मित है वहां किसी प्रकार का भाई तथा शोक नहीं है वह सब भगवान सदा शिव के गुण अनुवादों का वर्णन करते हुए इस प्रकार प्रार्थना करते रहते हैं हे प्रभु आप ब्रह्मा सनातन सच्चिदानंद स्वरूप आदि अंत से रहित है सेठ जी मैं आपकी यश का वर्णन करने की समर्थ नहीं है अस्तु आप हमारे ऊपर कृपा रखते हुए हमें सब प्रकार के संदेश से रहित बनवाएं इस प्रकार सभी देवता स्तुति किया करते हैं इस लोक में हुए तपस्वी भी पहुंचते हैं जिन्हें संसार में रहकर अत्यंत कठिन तब किया होता है हे नारद महलोक से एक करोड़ योजन उपार्जन लोग है वहां एक सभी भवन स्वर्ण रतन से निर्मित है वहां मृग आदि पवित्र मुनियों का निवास है वह पांच अक्षरी मंत्र का जाप करते हुए भगवान सदा शिव की इस प्रकार स्तुति किया करते हैं यह परम ब्रह्म सदा शिव जी आप अलग अगोचर निरोचार तथा संपूर्ण देवताओं के स्वामी है हमें अपना सेवा जानकार कृपा बनाए रखें हे नारद जन लोक के ऊपर तप लोक है वह पृथ्वी से चार करोड़ योजन ऊपर है वह निर्दोष सिद्ध जान निवास करते हैं वहां के सभी भवन 88 करो के हैं तथा स्वर्ण रतन एवं बहुमूल्य मुक्ताओं से सुशोजित वहां वह मनी लोग पहुंचते हैं जो संसार में रहकर निष्क कम भाव से तप करते हैं सरकार ही तथा अध्यक्ष आदि भी इस लोक में निवास करते हैं और भगवान सदाशिव का स्मरण करते हुए इस प्रकार स्तुति करते हैं कि गिरजापति आपकी सेवा से ही ब्रह्मा तथा विष्णु ने उच्च पद प्राप्त किया है आपकी कृपा से शेष की पृथ्वी का भार अपने मस्तक पर रखते हैं वास्तु आप हम सब पर भी कृपा बनाए रखें हे नारद तब लोक के ऊपर सत्य लोक है वह पृथ्वी से 8 करोड़ योजन ऊंचा है वहां किसी प्रकार का दुख शोक चिंता रोग मुंह आदि नहीं है उसे लोग को शिवजी की कृपा से मैंने प्राप्त किया है जो लोग वेद पार्टी होते हैं तथा मांग मास में प्रयास में जाकर स्नान करते आए हुए मेरे सत्य लोक में आते हैं हे पुत्र भगवान सदाशिव की आज्ञा अनुसार मेरी उत्पत्ति विष्णु जी के नाभि कमल से हुई है जब मैं बहुत समय तक तब किया तब शिवजी ने भक्त सहित मुझे अपना दर्शन प्राप्त करने की कृपा की उसे समय उनका स्वरूप इस प्रकार था मस्तक पर जताए गंगा की धारा तथा चंद्रमा विराजमान तीनों नेत्र लालिमा मिली हुई बल पर टीपू सुशोभित रुद्राक्ष की माला पहने चरण कमल के समान सुंदर जाएंगे किले खंभे के समान सुख चिड़िया संपूर्ण शरीर सूर्य के प्रकाश के समान श्वेत जिस पर भस्म लगी हुई तथा जिसे देखकर सैकड़ो करोड़ कामदेव भि लज्जित हो तथा वामन में भगवती आदि शक्ति विराजमान थी हे नारद शिव जी के उसे परम सुंदर स्वरूप को देखकर मैंने प्रेम मांगना होकर तदुपरांत हाथ जोड़कर स्तुति करते हुए इस प्रकार बोला है प्रभु वेद मन वचन द्वारा अपनी प्रशंसा करते रहते हैं भक्तों को प्रसन्नता प्रदान करने के हेतु आप अनेक प्रकार के अवतार धारण करते हैं तंत्र मंत्र यंत्र या माल डामर पंचरत्न सलवार वामन पशु-पाक नकुल तथा कल आदि सभी मार्ग आपको ईश्वर कहते हैं जिस प्रकार संसार में जल बहाने के जितने मार्ग हैं कोई सब समुद्र में जाकर विलीन होते हैं उसी प्रकार सब कर्म धर्म आदि अंत में आपसे ही जाम मिलते हैं यद्यपि सब मतों में आपका अनेक प्रकार से वर्णन किया है परंतु आपके यथार्थ रूप को कोई नहीं जान पाया है वेद आपके मन तथा वचन से परे आश्चर्य रूप कहते हैं इस प्रकार कोई भी आपके वेद को नहीं जान पाया परंतु आप स्वयं जिसके ऊपर कृपा करते हैं वह सुगमता से जान लेता है आपकी महिमा आप प्रमेय आप मुझे अपना सेवक जानकर सदैव कृपा करें हे नारद मेरी इस स्थिति को सुनकर शिवजी ने अध्ययन प्रसन्न होकर कहा है ब्राह्मण तुम परम धन्य हो हम तुम्हें यह वरदान प्रदान करते हैं कि तुम संसार को उत्पन्न करने की सामर्थ प्राप्त होगी तुम्हारा लोग संपूर्ण ब्रह्मांड के ऊपर होगा तुम्हें हमारे समान ही ज्ञान की प्राप्ति होगी तथा तुम हमारे ही एक रूप कहलाओगे इतना कह कर शिवजी अंतर ध्यान हो गए तब मैं उसकी आज्ञा अनुसार ब्रह्मलोक में निवास कर सृष्टि उत्पन्न का कार्य करने लगा

Brahma Ji said, O son, Surlok is only till Dhruv Lok. Above Dhruv Lok is Mahalok. It is situated at a height of one crore yojan from the earth. In that Lok, 28 crore deities live. They are extremely brilliant and worshippers of Lord Shiva. All the buildings of those people are made of gold and gems. There is no brother or sorrow of any kind. They all keep on praying while describing the qualities of Lord Sada Shiva. O Lord, you are Brahma, eternal, Sachchidananda form, etc. without end. Seth ji, I am not capable of describing your glory. So, please have mercy on us and make us free from all kinds of sins. In this way, all the deities keep on praising you. The ascetics who have faced extreme difficulties while living in this world also reach this Lok. O Narada, one crore yojan from Mahalok, there are uparjans. All the buildings are made of gold and gems. Deer and holy sages reside there. They keep on praising Lord Sada Shiva while chanting the five-syllabled mantra. This is Param Brahma, Sada Shiva Ji, you are different, invisible, pure and complete. You are the lord of gods, please bless us knowing that we are your service. O Narada, above the people there is Tap Lok. It is four crore yojans above the earth. There, the innocent Siddha resides. All the buildings there weigh 88 crores and are decorated with gold, gems and precious pearls. Those wealthy people reach there who do penance with a selfless spirit while living in the world. The government and the president etc. also reside in this world and remembering Lord Sadashiv, they praise him in this way that Girijapati, it is only because of your service that Brahma and Vishnu have attained high positions. It is by your grace that the weight of the rest of the earth is kept on their heads. Please keep your blessings on all of us too. O Narada, above the world there is Satya Lok. It is eight crore yojans above the earth. There is no kind of sorrow, grief, worry, disease, mouth etc. there. I have attained it by the grace of Lord Shiva. Those who are Veda party and who go to Prayas in the Mang month and take bath, come to my Satya Lok. O son, as per the order of Lord Sadashiv, I was born from the navel lotus of Vishnu ji. When I was in heaven for a long time, then Shiv Ji blessed me and my devotee by allowing me to have his darshan. At that time his form was like this. He had the stream of Ganga and the moon on his forehead. All the three eyes were reddish in color. He wore a Rudraksha garland and his feet looked beautiful like a lotus. He looked like a fort pillar. His entire body was white like the light of the sun, on which ash was smeared and seeing which even hundreds of crores of Kamadevas would feel ashamed. Goddess Adi Shakti was seated in Vaman. Oh Narada, seeing that extremely beautiful form of Shiv Ji, I asked for love and then with folded hands I praised him and said this. Lord Vedas keep praising yourself through mind and words. To give happiness to your devotees, you take many types of incarnations. Tantra, Mantra, Yantra, Maal, Damar, Panchratna, Salwar, Vaman, Pashu-Pak, Nakul and Kal, all the ways call you God. Just like all the ways of flowing water in the world, some merge into the ocean, similarly all the deeds, Dharma, etc. finally get the drink from you only. Although you have been described in many ways in all the religions, but your No one has been able to know your real form. Vedas say that you are a miraculous form beyond your mind and words. Thus no one has been able to know your Vedas, but the one on whom you shower your blessings, he knows it easily. Your glory, you are the proof. You consider me your servant and always bless me. O Narada, on hearing my condition, Shiv Ji became pleased and said, Brahmin, you are extremely blessed. We give you this boon that you will get the power to create the world. Your people will be above the entire universe. You will attain knowledge like us and you will be called one of our forms. After saying this, Shiv Ji went into meditation. Then as per his orders, I started the work of creating the universe by residing in Brahmloka.
